This report draws from a review of 54 studies of programs related to youth workforce development to assess what packages of workforce development services work best for which populations.

The authors find that programs offering apprenticeship, classroom-based vocational skills training, life skills, vouchers, and job matching/mediation components influence employment and earnings more often than others, but also conclude that significant further research is needed in order to better understand what packages of workforce development services work best for which populations.
